Code of Ethics

  • I will be honest with myself and others
  • I will treat everyone with dignity and respect
  • I will be impartial at all times
  • I will allow others to make their own decisions and choices in relation to their own lives.
  • I will always accept others for who they are, where they are, and what they are, regardless of my personal opinions.
  • I will disclose preexisting relationships with any individual receiving services to my direct supervisor
  • I will refrain from engaging in personal (including intimate) relationships with any individual the organization is assisting in their recovery. For example, but not limited to, romantic or intimate nature, sexual banter or direct sexual contact, giving rides in vehicles, inviting to personal residence, or creating social events.
  • I will refrain from disclosing confidential information and maintain the privacy of others. I will work to discourage gossip and encourage people to avoid rumors and hearsay.
  • I agree to decline any favors, free services, or gifts that compromise the integrity of my peer support relationship.
  • I pledge my vigilance in guarding against the sexual exploitation or sexual harassment of anyone around me.
  • I will never exploit relationships with others for personal gain.
  • I will seek supervisory guidance when problematic situations with others arise.
  • I will comply with TPCCC’s non-discrimination policies on the basis of race, color, age, national origin, sex, mental or physical characteristics, pathways to recovery, sexual orientation, real or perceived HIV or other medical statuses; mental health or substance use status; or pathway to recovery.
  • In a situation where mandated reporting may be required, I will consult a supervisor to determine the best course of action.
  • I will refrain from the distribution or misuse of any controlled or psychoactive substance including alcohol.
  • As a representative of the recovery support services community, I will do my best to be a healthy role model.

Participant Rights and Responsibilities

We respect the dignity, privacy, and choices of every person we serve. Individuals have the right to confidentiality and privacy of information in accordance with law; freedom from abuse, financial exploitation, retaliation, humiliation, and neglect; and the opportunity to give informed consent to, or refuse, service delivery, release of information, and concurrent services.

Individuals also have the right to receive information that is important to them in a timely manner so they can make informed decisions about their recovery and services. This includes access to their own record, including their recovery plan and recovery support service notes. To request a copy of your records, please contact us at or 802-861-3150.

As appropriate, we can also help connect individuals to additional supports, including treatment services, case management services, harm reduction services, and other social service agencies.

Confidentiality:
Turning Point Center of Chittenden County is committed to protecting the privacy of all guests, participants, and clients. All employees must comply with federal and state confidentiality laws, including HIPAA and 42 CFR Part 2.

HIPAA:
Employees may encounter Protected Health Information (PHI) through partnerships with hospitals, agencies, or through guest interactions. PHI may only be accessed or used for legitimate job duties and must never be disclosed without proper authorization.

Employees must follow all organizational privacy and security procedures.

42 CFR Part 2:

Because Turning Point provides services related to substance use disorder, all staff are legally required to maintain strict confidentiality under 42 CFR Part 2. This means:

  • Staff may not confirm or deny whether someone is receiving services.
  • No identifying information about a participant’s substance use, treatment, or recovery status may be disclosed without the individual’s written consent, unless a rare legal exception applies.
  • Staff must report any potential breach immediately.

This law is stricter than HIPAA and must always be followed when handling information that identifies someone as having a substance use disorder or receiving SUD-related service.
